As you are probably aware, the privilege of private practice accorded to some Government Medical Officers is in certain cases limited to consulting practice," and I have recently been asked for a definite ruling as to the inter- pretation to be applied to the term in this connexion.
2. I am aware that the term, us understood in this country, implies that the medical practitioner, apart from cases in which he is called in to consult with another practitioner, sees patients in his consulting room only and does not visit them at their homes. I consider, however, that it is undesirable to accord a similar privilege to a public medical officer, who is not allowed ordinary private practice and will rarely be a specialist; and I have therefore decided that in cases where “consulting practice" is allowed to any Colonial medical officer the term should be taken to mean practice only in consultation with another medical man.
3. I have to request that this decision may be brought to the notice of any medical officers to whom it may apply, and that the special meaning attached to the term consulting practice” should be made clear to applicants and in papers of particulars. If any cases of hardship arise in applying this rule to officers who have been allowed wider latitude in the past, I shall be glad that such cases should be referred to me for further consideration.
